3 Deputy Sheriffs Fired for Harassing Black Classmate

“STATE COLLEGE — Three newly hired deputy sheriffs taking a certification course that included diversity training were booted from the class for harassing a black classmate and were later fired, officials said.

Prosecutors decided, however, that there was insufficient evidence to file criminal charges against the three white deputies, who were not identified.

Deputy Eric Bridges, who works for the Montgomery County Sheriff’s department in suburban Philadelphia, complained in late November to administrators of the 19-week program at Penn State University’s Justice and Safety Institute.

Institute director Don Zettlemoyer said Wednesday that the complaint was made about a month after the incidents were reported to have begun.

The three deputies were kicked out of the program immediately after the report on the grounds that they had violated institute guidelines prohibiting harassment, and the case was forwarded to State College police, officials said.

Police Chief Thomas King said officers took more than four weeks to investigate and interview roughly 20 witnesses before sending findings to Centre County District Attorney Michael Madeira, who late last month declined to press charges. Witnesses gave police varying accounts, King said.

The three deputies were fired, however, after the incident, according to Michael Kane, executive director of the Pennsylvania Commission on Crime and Delinquency, which funds the training program.

About eight hours of the certification class, which draws newly hired deputies from around the state, are devoted to dealing with minorities and individuals with special needs. “
